Mr. Ponnuru had one thing right about Mr. Trump’s most recent promise to end Obamacare: “One begins to suspect that Trump and his advisers are not ‘seriously looking’ at health-care policy.” No kidding. As with so many things, health-care policy for Mr. Trump was always all hat and no cattle.
